The City of Phoenix was incorporated on February 5, 1881. At that time law enforcement duties were carried out by the city marshals. Henry Garfias was elected City Marshal in 1881. Today, the police department is comprised of over 2,800 officers and more than 1,000 professional staff. The department serves a population of around 1.6 million and patrol around 516 million square miles.
